A 2,240-acre development built around working farms is now delivering its first homes in Green Cove Springs, putting Clay County's largest new residential project squarely on the map for buyers in the Orange Park and Fleming Island area.
Freehold Capital Management, a Jacksonville-area land firm, is opening its first neighborhood at Saratoga Springs, the Jacksonville Business Journal reported on Thursday, Aug. 20. The master-planned community bills itself as Clay County's first "agrihood," a concept centered on working farms and gardens rather than a golf course, with farm-to-table produce, a farm store and seasonal programming for residents.
The project broke ground in January 2025, and vertical construction began earlier this year.
What's planned
At full buildout, Saratoga Springs will hold up to 4,489 homes across five neighborhoods, with prices ranging from the low $300,000s to $700,000. Jerry Agresti, president and owner of Developers Realty Group, pegged the total development value at roughly $2 billion during a Clay County Chamber of Commerce luncheon presentation.
Beyond the farms, planned amenities include resort-style pools, a fitness center and trails. The development will also incorporate retail, schools, shared green space and a farm store.
First neighborhoods
The first neighborhood open to buyers is Sagebrooke, a 55-and-older active-adult community built by national homebuilder Ryan Homes. Ryan Homes closed on 57 lots in the agrihood for $10.45 million, according to the Jacksonville Daily Record.
A second neighborhood, Silos, is a family-oriented single-family community built by Lennar and centered on a "Social Garden." Silos is expected to open in fall 2026.
Leadership shift
The neighborhood opening comes amid a leadership transition at Freehold. Jeremy Hampson, who served as the company's Florida division president and oversaw the Saratoga Springs launch, departed in May 2026 to become Jacksonville division president for Taylor Morrison. Hampson said in July he was passionate about the Florida market and looked forward to delivering homes with his new team.
The Jacksonville Business Journal reported that Freehold has hired a new Southeast regional leader to oversee expansion in Florida and Georgia, though the full details of that hire were not publicly available.
Location and schools
The development sits off Cathedral Oak Parkway near CR-315, just east of the First Coast Expressway. Students in the area currently attend Lake Asbury Elementary, Lake Asbury Junior High and Clay High School; Clay County has planned new schools in the area for 2030 to 2032.
No specific model-home opening date has been announced for Silos.
